If the coroner's report is still in existence it will be in the record office or archive for the area where the coroner worked. For the Western Union of Cumberland that is going to be either Whitehaven Record Office or the one at Carlisle.
Chances are though that the report has been destroyed long ago. In which case you should have a look at the local newspapers. They usually reported inquests particularly if the death was gruesome or horrific - some things don't change!!

1928 is fairly modern, by that time local newpapers were really local and did not carry so much national news as the 19th century local papers did so I think you probably stand a good chance of finding some thing about the inquest in one of them.
