 :)Dear Eleanor thank you for your posting. At first glance here is what I would suggest to help with your research:

Civil Registration began in 1837 in the Uk (later for Ireland) however the first few years can be sketchy for registrations. but going by the 1851 census record I previously included, I would estimate William Phillips and Mary's marriage (if Eleanor was indeed their 1st born) around 1839-1840. Which is indeed within the Civil Registation. If you are indeed searching for Eleanor's marriage to Thomas Francis abt 1859 and not her parents, then

Also if you find the microfiche entry (paid searches i am afraid) on this site, then you can order the certificates through this site, It is a very resourceful website even though it is a pay per view site, you will however have to download on your pc, the djuv viewer that is free before you can view any records, use this site if the Free Birth Marriage and Death website
