I still believe that the photo was took during recruit training, hence the lack of badges. If he had have been junior groundcrew His ac1/ac2 badge would still have been upper arm.
I think you are sorrect regarding not having the Canada flash above the eagle - if it is an eagle. The R.A.F. insignia is not as many people think -it is actually an albatross, now I do know that the R.A.A.F. changed the Albatross to a wedgetailed eagle (Ozzy bird), but I cant say about the R.C.A.F.
