World War Two / rubber stamp on identity card (UK)

Hi
Can anyone explain why someone's National Registration Card would have been rubber-stamped '40th BATTALION'? He also had a National Service Act certificate of registration. He had written a summary of his employment history, which includes the war years but doesn't show any military service. Could it be that he was rejected by the 40th Battalion?
