A bulk purchase of gas masks was made by the Irish Government  in 1938/9 in the U.K. following the Munich Agreement These were distributed nationwide. In fact, inthe late 1950s I can recall several at home still in brown cardboard boxes.
Apparently in the Spring of 1940 the Dublin Corporation used various premises in the City to demonstrate /instruct  in A.R.P. work.
I've seen reference in a magazine to a gas van whereby one's gas mask was tested but the details given are slight

The Hs. had 4 places of worship in Dublin by the 1700s, one of which  was in one of the side chapels of St. Patrick;s Cathedral.
The main difference in the services with the C of I was that the services were read in the French Language. The last Dublin congregation merged with the C of I in the 1830s.
You should examine the parish registers as mentioned before for patterns.

There are many references to Charles  N. in Vols9&10 of The Calendar of Ancient Records of the City of Dublin.  There is one reference to Henry 
(feltmaker) Vol.9 at Page 452.There may be slightly earlier references but I have not reached that far yet.
Have you checked Vols 6 and 14 of the Huguenot Society  of London for the Dublin Huguenot Parish Registers you are interested in?These registers in the French Languageand contain1baptisms , marriages and burials.
No.1 Essex Street was occupied by the Clarence Hotel in the 1860s

I assume the death was caused by Pulmonary TB  (Phthisis). Until 1909 it was not made a notifiable disease which would have required sanitary officers to isolate sufferers under the Infectious Disease (Notification) Act 1889.
Although it was as early as 1865 when its highly contagious nature was determined, it took all those years before positive steps were taken. It was not until 1896 that a special hospital was opened i.e T he Royal National Sanatorium for Consumption at Newcastle, Co. Wicklow and this had only 12 beds for the whole island.
Infection is generally caused by inhaling the dried airborne tubercle bacilli from the sputum of a sufferer.

Look in the names index  and also the place index from say 1800-1860 in nthe Registry of Deeds. Land Registration  i.e. registration of ownership did not start in Ireland  until 1865 and was not really effective until 1891.
The pre 1830 index of places may be difficult to work with but stick with it as it sometimes contains matter not in the names index.

Ps. The Registry of Deeds provides for the registration of documents (not ownership) to give notice of existence to the public at large.

Some information for the heap.The Irish Times newspaper for June 4th 1942 has a reference to a fire at the Irish Raleigh Cycle Co. works at 6 Hanover Quay Dublin and there is further information on the 5th June on Page 1.
During WWII it is difficult to imagine the construction of bicycles in Eire if bicycles require in part special quality steel as an export licence from England would not have been available. Either the firm had stocks or else steel was made available on condition of re export to the U.K.

Nearest Thoms I have is for 1942 and No.83 is in tenements.
Note that there are 2 Cycle Depots within 10 doors of No.83. Almost the same entries in Thoms 1934.

Thoms lists but one Ambrose Byrne at 218 Collins Avenue without any occupation being stated. (Thoms 1942).
No occupation is given for any of the J. Byrnes.
Due to wartime conditions there must have been many people in the bicycle repair business,not all within radar view.

3) Where is Barnaboy?
4) Have you checked the Registry of Deeds?
5) Have you checked the Irish Calendar of Wills 1859--  ?
