Have you tried the jewishgen website? I don't know if your ancestors were Jewish but a search of the site for Spars certainly brings up at least one family.
I too can recommend the Latvian State Archives -
An initial email enquiry will get a response within a few weeks telling you if they have any records that can help you
I was lucky enough to visit Latvia too this summer and can highly recommend it!
