Katharine, the publican's licence had to be renewed annually by the local magistrate's court, known as the petty sessions. These records, which form part of the Quarter Sessions records for the old West Riding are housed at Wakefield archives.

As for images, I remember it as the Five Flags hotel and restaurant, but architecturally, it really wasn't very interesting, and I would not be surprised if that building was rebuilt over what had been the Craven Heifer. I don't remember it being an old building at all.

According to IGI, an Eliza Wilson, daughter of Aaron & Sarah was baptised 24th June 1855 at Whitwell in Derbyshire. Some of the other children in the family also appear to have been baptised there too later on.

You should have a look on ancestry - there is a family tree on there with several sources, including a link to the National Archives Inland Revenue Death duty registers - looks like John's father John was also a gun barrel maker who died in 1806 - abstract of the will listed at TNA.

Church was built between 1711 and 1725, so not that new.

He is listed as a gun barrel maker on the 1841 and is it him in Wales in 1851 (Cardiff) as Greenwich pensioner and gun maker?

Ancestry records only one John Portlock in Birmingham around that time, John, son of John and Elizabeth, baptised 27th August 1781 at Birmingham St Phillips.

Yes, the border of the county boundary is very confusing.

Wilnecote is now in Staffordshire, it was absorbed, along with a few other villages in the 1960s.
At one time Tamworth was divided between the two counties and had two town halls.

The parish records for Wilnecote are now housed at Stafford RO, also now available on Findmypast under the Staffordshire collections, but some records like land tax and some quarter session records are still deposited at Warwick RO.

And just to confuse matters even further, you even even find that later BMD records for Wilnecote are listed against Sutton Coldfield rather than Tamworth.

Had a very quick look at the archival holdings at the library - they do seem to have some information such as guardians minutes for the workhouse and also some papers prior to that such as settlement orders, bastardy orders, juries lists, leases and sale of land, registers of members on he Wesleyan Methodist circuit etc for Haworth, Keighley and area. The indexing is under BK as the main listing. e.g. BK1/3/1/65
Just looking at the entries for Haworth on WYJS online catalogue, Haworth overseers and outdoor relief in early nineteenth century is under 33D80, Bingley and Haworth township records, which are held at Bradford. They've also got a transcript of baptisms at Methodist churches, including West Lane for 1839-1928 - not sure if this is the same as the one they hold at Keighley or if the Bradford one is for longer period. On the face of it, it seems to be for earlier, but without seeing it who knows? Then there's the Haworth West Lane Wesleyan and Sunday school records, ref 62D81/4 - Including Haworth Brotherhood minutes 1907-1915, collection journals 1940-1956, Dramatic Society minutes 1938-1942, leaders' minutes 1884-1937, Mutual Improvement Society register 1888-1897, pew rents 1894-1943, pulpit notices 1942-1952, society stewards' book 1935-1942, Sunday School minutes and attendance registers 1865-1964 and trustees' minutes 1916-1947. Again, these are listed as being held at Bradford.

I think you need to get yourself up to Yorkshire to look into all of this more closely.
