The United Kingdom National Inventory for War Memorials have a list of War Memorials on their web site.
I found them via "Google".
When I put "Celtic" as a key word and "Cross" as a type of memorial into their site search it came up with a list.
One I noticed was in Tilehurst in East Sussex "Location-roadside in village" "three-stepped base surmounted by a tapering shaft and Celtic Wheel Cross". I am sure others will know if that is a common design.
They apparently have a photo of that one and others, so if you haven't  contacted them already, it might be worth asking if they recognize your photo.

On- line images (not transcripts) of entries in Parish Registers for the Medway area of Kent, including St. Mary's Chatham1568-1974 can be found by Googling:

and then following the Medway Ancestors link, and links on, further down the page, from there to the images.
Hope you find the name somewhere there. There are maps showing where neighbouring parishes are too.

Perhaps you have already found the Richard Woolhouse marriage to Avice that you are looking for but just in case it helps:
Pallot's Marriage Index for England has an entry for Richard Woolhouse. b. married to Avis Rice. s. at St. Anne's, Limehouse, 1807.
