A free search on the 1911 gives a Charlotte Saunders b.c1876 living at Kidderminster. A further free search reveals that the other occupants of the same household with the surname Saunders were:

Constance Elizabeth born 1902
and John Edwin born 1903

No guarantee that this is the family you seek but it looks interesting. You would need to pay to see either the transcription or scan of the census schedule.

A free search of the 1911 census reveals a son William Hayes living with a Sarah Ellen Hayes in St Helens.

Another free search shows 2 possibilities for a Sarah Ellen Hayes living in the same house as a William Hayes. One Sarah Ellen was born c1875 and the other c1887 (but her surname is HEYES). Was your Sarah Ellen born c1875?

A free search for Annie living with Sarah Ellen gives one result - she was born c1898. Is this when your Annie was born?

If the data matches it might be worth looking at the transcript or a scan of the 1911 record although you would have to pay.

Fanny and Ellen Payne feature in the 1911 census (both married by then) and have specific connections with the Offord children Florence and William which leads me to believe that although the marriage record for George and Minnie refers to Minnie’s father as being “Joseph” it seems probable that he was in fact “Lancelot Joseph”.

Just like Trish, I cannot trace definitively George Offord before 1901 although there are possibilities.
