Annerley - I hope you return to read this at some stage - my understanding is that Samuel emigrated to Australia and eventually died in New Zealand.

I had returned to my research after a few years break and came across your post. Sorry about the very late reply!
The Samuel Foley who moved to N. Zealand is the son of Edward Foley & Rebecca Reeves.
My great-grandfather Samuel Foley (b. 1888 d. 1934) lived his whole life in West Brom and is the g-son of Edward & Rebecca (his father was their 8th child George Foley b. abt 1861). Understandable confusion with all these Foleys!
Yes our family is still in the West Mids, my g-grandf. Samuel had 9 kids, unfortunately only one is still alive now.
Regarding Edward (b. 1818 Dudley) & Rebecca Reeves (b. 1821 Foleshill) my findings are:

Emma (Hale) married a boatman - Wednesbury - Joseph (Boatman,15) with her, so was also recorded twice.
