This looks like her birth registration.

Florence Ethel Wolverson, March Quarter 1908, Wolverhampton.  Vol 6b Page 661

A copy of her birth cert should give her parents names along with her mother's maiden name.

As the marriage of William and Harriet is later than the birth of Sarah Ellen (Young) it looks possible that William is not her father.

I was just about to post that in 1891 Harriet is enumerated as born Bilton, Scotland but it looks like Stafford to me on the manuscript and in 1901 as you say she is born Bilton, Yorkshire.  ???

It looks like she married in the name of Burgon.

Sarah Ellen Burgon and Frank Laverack on same page.  June Q 1904 at Bradford.  Vol 9b Page 158.
