In 1861 Susannah Tonks is living with her mother who remarried Thomas Wood 28 Dec 1857 not long after John Tonks had died. Thomas was also a boatman.

FTR.
John and Emma had another daughter, Emma, who was born Q1 1845 and died Q2 1845.

I still haven't found what happed to Susannah 1849 (after 1861) and Sarah 1846.

I also can't find Reuben Tonks 1852, or Reuben George Tonks 1879 in the 1911 and 1921 census.

I think Reuben George was possibly living with his brother Willam and sisters Mary & Lily at 808 Coventry Rd in 1921.

Although he was not recorded in the 1921 census a Reuben is in the electoral Register for that year.

It's interesting that Joseph is recorded as "married" in the 1921 census !!!

living 23 Eldon Road Smethwick with sister Elizabeth 1870 and brother John 1871.

Like you I am a little suspicious of the 1901 record. I have searched deaths for any "Rose Rosie Rosina, " for the twenty years after 1891 and Rosina Williams is still the best bet.
