John Harding listed in 1901 Wales Census as Jno Harding,  Adopted son of Eleazer and Elizabeth FOWLER. Ref: RG13/5016 Folio 146. Page 31
Elizabeth is aged 54 and born Ross-on-Wye.

There is a marriage in Mar Qtr 1874 : Eleazer Fowler and Elizabeth Collins
1851 Census tells us that Elizabeth's parents are William and Charlotte
1861 Census tells us that Susan's parents are William and Charlotte

The lack of a father's name suggests that Louisa was illegitimate. It is also worth noting that Shortwood (near Nailsworth) and Ashley are not far apart.
It would be good to establish what happened to her mother Elizabeth. Did she marry and if so can she be found in the 1841 or 1851 Census.
There are 2 marriages one either side of the baptism of Louisa. I think we can rule out the one before and the other one is some distance away in the north of the County:
Name:   Elizabeth Westencott
Marriage Date:   1 Nov 1827
Spouse:   Wm Castle
Event Type:   Marriage
Parish:   Willersey, Gloucestershire, England
Parish as it Appears:   Willersey

Gloucestershire / Re: English Bicknor
« on: Monday 27 April 15 18:32 BST (UK)  »
Mary Ann Davis was born in Abergavenny about 1850. I have 3 possible candidates - Mar 1849 Vol. 26/P49 - Jun 1849 26/59 - Mar 1852 11a/50.
I have no way of distinguishing between these but my Mary Ann married Thomas Southern about 1868. They then lived at English Bicknor and raised 4 children - easily found in the 1881 census and again in 1891.
Can any kind soul find the marriage record of Mary and Thomas? Alternatively, can anyone find the birth record of Thomas - about 1846 that would be although his death dertificate would place it as 1841. I am reasonably sure that he was born in the forest of Dean. I have tracked various candidates in Herefordshire, Staffs and Worcs and none convince me.

Is this the marriage you are looking for:

Have you tried looking on the Forest-of-Dean.net website?

Not all parishes are yet online, but their forum may be able to help.

Incidentally, the marriage took place in the Westbury-on-Severn Registration District, and NOT the Forest of Dean district, which came into existence in 1937! ;D

Just to say that all Forest of Dean Parishes and many parishes surrounding the Forest of Dean have been transcribed and are on the website at www.forest-of-dean.net
