Ask him to share his DNA results with you. He'll need to go to his DNA Summary, click on the cog in the top right, scroll down to "DNA Test Sharing", then invite you to access his results.

After you've accepted, his results will be visable to you on your account and you'll be able to access all the features that you currently have with your subscription.

With regard to how a "Wakefield" family member might show as a shared match to descendants of "Ovens":
If I've understood correctly, your Mum and Colleen both descend from the couple John Ovens and Jane Wakefield. Their children would have carried BOTH of their parents DNA, i.e. their children were (genetically) equally "Ovens" and "Wakefield".
To repeat what 4b2 already said, but in a slightly different way, the DNA that connects your mother, Colleen and Annie, is likely to have been passed down from a more distant ancestor on Jane Wakefield's side, who was also an ancestor of Elizabeth Wakefield.
The good news is that this DNA link appears to support your theory that Jane and Elizabeth Wakefield were related, despite any lack of documentation to spell out the exact connection.
I don't know why Colleen doesn't show on a tree search for the Ovens name though.

I've seen this across the generations of my family. Generally, for us, it's only for the very distant matches and the discrepancy is only on the first look at the size of the match - when you click on the match size and view the unweighted size, it's makes more sense. Ancestry often adjusts a match size according to it's "Timber" algorithm, that doesn't always adjust consistently, in my experience.

I've got something similar.
In my case it turned out that a first cousin four times removed on my paternal Devon side, sailed over to Swansea and married my first cousin three times removed on my maternal Welsh side. My parents aren't related, don't share any common ancestors, but share distant cousins who have descended from that couple.

You've been very thorough!
Although you haven't as yet found out how they are connected to you, have you managed to find out how your match is connected to (some of) the 35 shared matches? If you have found their common ancestor(s) it might at least give you a positive line to investigate?
If you are of a similar age then I'd start with the hypothesis that they are a half first cousin or H1C1R and use the shared matches to identify which of their grandparent's or great grandparent's lines that the link is on.
Are your paternal grandparents also from different areas? Maybe there'll be a locational clue as to which might have a NPE?
