The daughters are probably married so would have a different surname and they are the ones you are trying to trace. I have asked the moderator to remove their christian names from your post to protect their privacy in the event they are still living.
Ancestry throws up a marriage match under US.newspapers.com to somebody matching daughter B but no way of knowing if it's the same person - you need a Worldwide sub to view

We can't post details of anyone who might still be alive.Apologies for not getting back to you sooner ... your reply reached my email inbox but has never shown up on my 'in Messages' with Rootschat and what with one thing and another it slipped my memory.
Recently I was given the name of the inheritor of the deed but she is long dead and according to my niece all the relevant documents have been destroyed.
Unfortunately the trail would not end there as her inheritors would have the rights to the Deed whether they were aware of it or not and whether the paperwork has been lost or destroyed. Local Councils can be extremely pedantic about some things.

Unfortunately, you have a difficult detective job ahead of you to track down the inheritor of the deed who may not even realise they inherited the lease.
Different councils have different time periods for the ownership of the Deed and it may be worth enquiring with the council about that and if the Deed has expired enquiring about a possible transfer. Possibly a costly set of moves.
If this is a cemetery overseen by the local authority they should have records of who the original purchaser of the plot was.They do but the purchaser of the plot died a long time ago.
