Can anyone do anything at all to improve this photo which seems to have been well loved by someone over the years? Thank you in advance, any slight improvement would be fantastic

Old family photo, we have no idea who it is or where, thought I'd try uniform ID first as it seems to be the only clue, I think the notice board is unreadable too

Not much to go on and he isn't wearing any hat/cap. There is a notice board behind them but all I can see is Civic notices only. It's an old family photo but we have no idea who it is so trying to identify anything in the photo that may help, bit of a non-starter?
