Sorry, my personal knowledge is superficial but a trawl through Google brings up a lot of references including National Archive references.  Check out the web site of the Royal Pioneer Corps Association (the successors).  http://www.royalpioneercorps.co.uk/rpc/index.htm.  There is a contact Historian who I'm sure will be able to steer you further.

Alternatively, there may be a real expert along here soon!

Presumably you've seen his medal record?

More specifically, (acknowledgement to a well known WW1 site) this was 1021st Company of the Russian Labour Corps composed of Russians in UK, formed in 1918 and served in France till 1919.  There were some British members. (Regiment number means (the man's) regimental ie service number, Pte is Private))
