Thanks everyone for your efforts and advice so far. I'm waiting for the photo owner to get back to me. Incidentally, we have a shared family history interest because her grandmother is also in the photo.

Please re-scan at 300 d.p.i. to give us a chance to produce good results. :D
The lady who owns the image sent it to me on email so I'll have to check with her whether she scanned it first. Will get back to you.

This is my mother Maggie Welsh with three workmates before she was married. Can the image be made sharper and the white facial marks removed please.

Thanks Jim and Carol. Woo Jnr. died in 1937 so he could be the older chap but I doubt it from other photos I've seen of him. Confident he's the younger one so I'll start checking his uncles etc, Anyway, the aging confirms my original thoughts so that's one aspect cleared up.

Our family always thought this was my grandfather William Owen O'Neill (right) with his father of the same name but I think not. WOO Senr. died 1890 aged 62 when WOO Jnr. was only23. Could somebody please estimate the ages of the two men in the photo. Also, I know one is my grandfather but do you think the two are related, having regard to similarities in nose, cheeks and chin.

Can this photo which was found in my late aunty's effects be dated from the clothing please. She was an O'Neill from Cardiff who married a Foils from Co. Cork so those are the two families most likely to be involved.

This is my grandmother (on right), Mrs Ellen Jane Welsh, with her teaching colleague Miss McDonald. The photo was taken sometime after 3 August 1902 in Newtown, Cardiff. Can the girl's arm on the left be removed and possibly the dark shadows.
