I wonder if he was a Parish Apprentice. An orphan or the child of a pauper. If so no knowing where he was from unless there is a surviving document re the apprenticeship. I would check with the local Record Office where he was an apprentice for any documentation if this has not already been done.

Lilian M Day birth registered March Quarter 1936 in the Registration District of Newport, Monmouthshire, Reference 11a 300. Mother's maiden name was Waters.
Possible marriage of parents could be:
Edwin Day and Gwendoline H. Waters, September Quarter 1929, Pontpool Registration District, Reference 11a 387

Obtaining Lilian's Birth Certificate would confirm or not that Edwin and Gwendoline were her parents.

I think the bike could be a 1909 Rudge-Whitworth No 27 Crescent Road Racer. If so, the photo would be post 1908. The large chain wheel seem to be a different design by different manufacturers. The Rudge-Whitworth design would seem to be the one on this bike.

Deans Court is off Dean Street in Bangor on the 1899 25 inch map. It looks as if the area has been remodelled by the 1940s. Gwynedd Archives would maybe be the best people to contact regarding its history.

Looks like its the forty fifth year of the reign of George III which is:
25 October 1804 til 24 October 1805
