I also have an Uncle who is a Rowe. He comes from Chance Cove, Trinity Bay, Newfoundland. There are more Rowe's from other communities in the Trinity Bay area as well. Maybe something here will assist in your search:

Certainly no British Army ever stationed in Twillingate. Back in those days, Twillingate was a major fishing center. Merchants from England counties such as Devon, Dorset, and Hampshire operated there seasonally.

I can't tell you when, but possibly where.
There is a well known family of O'Brien's in Bay Bulls, Newfoundland. They run "O'Brien's Whale and Bird Tours Inc." They definitely have Irish roots.
