They don't appear to have formally married.

Leonard Russell is received into the church 16 September 1894 son of Kate Russell
notation says baptised at the Union (work house)

Cornish William Stratton was bap. also on 16 September 1894

All the other children were baptised as of William and Kate Stratton so the vicar must have thought they were married.
He doesn't put of William Stratton and Kate Russell.

You mention one time Walter was arrested "his mother was very ill"

Do you know when his mother died, was there a death notice or obituary that might give further details.

If Mary Laws was born 7 November 1793 she would have been 28-29 years old when she married.

William More/Moore. 16 July 1822.

Eleanor 1827 bap. at Congham
Mary  (1841 census) shows as Ann on bap. record.

Mirius 1835  (Maurice)  this one goes to Australia**
Sarah Laws 1838
Frances Laws 1840    (reg. Freebridge Lynn 1840 mother's maiden name Laws.)

1851 Census  Moris Moor is 15 and a servant in Kings Lynn.

I assure you they are not the "older generation"

Marius married Alice and his father William paid his passage to Australia
