I know this is long outdated for the OP's request, however I can confirm there is a plan which you can obtain information about at Newhaven Town Council's office for anyone else searching this topic. Alternatively you could email the office at admin AT newhaventowncouncil.gov.uk for this and other information. Hope this helps.
