Kent / Edward John Wise of Chatham (1841-1903)

The Medway Union records show him as being admitted in January 1900.The medical officers report for admittance reads  -- "? his wife is ? up ? with her own son & others is inclined to be violent ".
Can someone please interpret the missing words ?
(In 1876 he  & his children were admitted to the Medway Union due to the illness of his first wife.)
Reading these records is,to say the least ,all a little disturbing.
I cannot trace his second wife in the 1891 census - she is Eleanor Wise born 1839 in Chatham.Edward J Wise is there in Chatham with the family ,but no Eleanor.
Any help greatly appreciated .

Update.
The founder and director of the Scindia Steam Navigation Co Ltd contacted me and was very interested in the sign.
He recently visited London on business, we met and he now has the sign, and is eager to do further research on his return.

I am interested in a "Djalma Smith" whose service is shown from 1887 to 1908.He served on the ship "Rover" which was paid off in 1889.
In the 1891 census he lived in Chatham and is a tailor.
In the 1901 census he ia a crane driver in Chatham Dockyard.
Am I right in assuming that the period from 1891 to 1908 he would have been a reservist liable to call up ?

Very many thanks for your replies.
A bit puzzled by the "Royal Navy Registers of Seamans Services",it shows his service as being from 1887 to 1908,yet the 1891 and 1901 censuses no indication of this.During this time would he have been a reservist subject to call up?

Kent / Djalma Smith, trying to find his marriage.

In the 1891 census he was 22,single and living in Chatham.
The 1901 census ,he is still in Chatham with his wife Alice and a 7 year old daughter ,so maybe married around 1894.
From later records his wifes first names were Alice Maude.
Any help greatly appreciated.

I think ShaunJ that is Scandia which apparently is an ancient and poetic name for Scandinavia.
You are right bearkat it seems logical that the sign is probably local.
I am wondering now if most,if not all,of these Scindias relate to the Scindias of Gwalior State India. They have ruled the State, and still do.A lot on the web (eg "Jai Vilas Palace).
