Thanks Adam - I had included that manslaughter report in my first post.  I still suspect that with a name like Heatley/Heatlie Campbell, there is a Heatley/Heatlie surname somewhere in his lineage.

Agreed, he would be too young for insolvency action:  only 11-14 yrs. old if born in 1849.  This leads me to think this record may be of his father, but I have no record of his father's name.  If his death record can be found confirming that he was age 36 at death in 1885, then given the locale, timeframe and exact same names, I can only speculate that my William Heatley Campbell is actually William Heatley Campbell Jr., son of this insolvent man. I think 'Hearlie' is an incorrect entry or transcription of Heatley/Heatlie.

The only other 'Heatley Campbell' name combination I have seen are 5 records of a Reginald Heatley Campbell [b. circa 1921 - d. 2009] in Natal South Africa.  Perhaps a grandson?

Thank you for your efforts.  William Heatley Campbell married Elizabeth Isabella McVICAR in South Africa likely between 1872 and 1879.  I have no record of their marriage and don't know who his parents are. 
If the southafricansettlers.com entry is correct, he was born in Everton circa 1849.  Other data in his southafricansettlers.com entry is correct, including his wife's full name and their children's names.   I have been unable to confirm his DOD at age 36 on Dec.14.1885 in Cape Town.
It is also recorded on ancestry24.com, however I am not a member of that website.  Could anyone please do a quick lookup on ancestry24.com to confirm the reference that William Heatlie/Heatley CAMPBELL was born in the Everton / Liverpool area circa 1849?

I'm trying to find the parents of William Heatley Campbell.  It is unconfirmed that Heatley Campbell is the father of William Heatlie/Heatley Campbell but I believe he is, based on what you have found & my file notes and sources:
"William Heatlie Campbell b. 1849 Everton [near Liverpool] Lancashire, England, died age 36 on Dec.14.1885 in Cape Town, South Africa.  Spouse: Elizabeth Isabella McVicar; issue: William Colin Campbell, Horace Percy Campbell, & Isabella Emily Maria Campbell all minors [so.: DN2067/1885; www.southafricansettlers.com]."
This gives me the same POB location: Everton/Liverpool; the same forename: Heatlie/Heatley; the same surname: Campbell.  Especially given the forename 'Heatley' is quite rare, this is strong circumstantial evidence wouldn't you agree?
Is William [Heatley] Campbell listed in the 1851 Census? he would be about 2  yrs. old.
Are you related to Heatley Campbell's or Ann Downey's lineage?
Do you have any more census info on either line? Or street addresses, town/village etc.?

Heatley CAMPBELL, Jan.20.1849 Liverpool:
"On Saturday an inquest was held by the borough coroner on Robert Owens who died the previous day with injuries received in a fight with a young man Heatley Campbell who is in custody on a jury verdict of manslaughter."

Does anybody have a Heatley Campbell in their lineage?  He could be related to my William Heatley Campbell b. 1849 Everton, Lancashire - d. Dec.14.1885 Cape Town, South Africa.
