perhaps you need to download irfanview or similer to yor computer, easy to decrease a photo size in that. In Irfanview click on  Image > resize resample >  the box that says new size, then chose the third option, when the picture has been reduced in size save the picture again, there you have it.

Hello everyone, I've been away over the weekend, so been a bit quiet here but I'm back home now. Some nice work done again, thanks everyone. Nice smoothout job Hippy, I'm going to make that one circular about where your smoothing tool finished up and keep that one, I love the lights shining in Dorothea's eyes, so alive in the picture.
And thanks to you again Carolyn, I guess the dad's got another suprise coming to him soon ^_^, you are a master of color, subtil, not over done. To the others who had a go, thanks to you as well though I probably won't be using them all. Please don't feel slighted, we all are learning retouching skills and all at different levels of ability including myself, there's no way I could come near what some of you do in my own efforts in retouching photographs.

Heard from Dad today, first thing he said was "thank you very much". But it was you ones did the restore so I'm passing his thanks on to you

Needless to says he's tickled pink over the picture, and yes he did get a little emotional 
reckoned he shot straight over to the store to buy a picture hook and put it on his wall so he can see it everyday, He's happy, That's what you did, you made an old man very happy.

I have another one of dorothea as an infant sitting in one of her aunts lap I might put in here soon to see what can be done with it., it's a sepia, would be 15 years older then the first photo. It's not damaged but it is grainy
