Family History Beginners Board / Hearth Tax? or do I search something else?

Our village is trying to save our local very old pub. I have trawled through census and found 'Beer Seller' in nearly all of them. We need to go further  back (The pub is very old) and I was wondering about 'Hearth Tax'.
I have started looking but it appears I need to know the name of the person, rather than the name of the property. Is this right? Will it help?
Or
Can you suggest another route please.

Can anyone tell me where abouts is bed 2. We are visiting there today it is where our sister and mother's ashes are scattered. We were unable to get to the office yesterday and cannot find a clear map online. Thanks

Joseph Bennison and Hannah Scarrow are my  GGGGrandparents.

Frank Scarrow Bennison was baptised August 23rd 1826. His parents Joseph and Emily Ann Bennison nee Lee. They had 6 children  : Hannah Eliza (Lillie)1869 Ceylon, Alice Maud 1872 Ceylon, Joseph James lee (Lee) 1875 Ceylon, Frank Scarrow 1876 Chester, Percy John 1878 Chester, Helen Muriel 1886 Frankby, Chester.

I believe Emily Ann Lee met Joseph Bennison at her brothers marriage Thomas Lee to Ann Elizabeth Bennison in 1863.

I haven't found any William in this family.

Thank you for all your input, its interesting isn't it, how documents differ. Up until his death in 1891, he was registered on all the census as a Veterinary Surgeon.
Maybe he was that upset at his wife's death that it was easier to be a farrier?

My 3x GGrandmother Hannah Procter nee May, died in 1864 of 'Softening of the brain, Paralysis, 12 months Certified'.
Her husband Thomas George Procter all through his life, on his marriage certificate and every census his occupation is 'Veterinary Surgeon'. 
So any thoughts on why on his wife's death certificate his occupation is 'Farrier'?

Oh wow, now I have choices  :o I love how you have all done if slightly differently to each other.
I must admit I presumed her dress would have been black but of course we probably wouldn't know, I thought her hat was rather grand for such a 'rotund' lady. But on closer inspection it seems her face is very round but she seems to have a small waist.
She dies 7th Sept 1864 aged 49, (I must send for her death certificate) Thomas her husband remarries 2 years later and that wife also dies aged 44??? He (Thomas) was a vet!!!! Do you think I should read anything into this???
