As they were Gaeilgeoirí I have tried Ua Raghailligh, Ua Rathaile and every permutation I can think of but with no result. I con't know if people were prosecuted for not giving their census details? Anyway, I just had a look and Louisa Herbert was living at Fitzwilliam Place North (Arran Quay, Dublin) in the 1911 Census. She had a brother called Matthew who was 26 at that time, so he could be the man in the picture, who would then be in his mid 30s.
The O'Reilly brothers, Patrick and Stephen, lived in 3 Wellesley Place in 1911
