If the William born Mar 1896 Oxford 3a 862 mmn Eltham was born 19 February 1896 then he is living at 74 Lytton Road, Oxford in 1939 and dies at that address 12 February 1968

The image of the original gives the Registration District as Headington, and I'm guessing that Elton should read Eltham.

There is also a Death reference for a William Peck Jun 1911 Oxford 3a 530 age 1

This may or may not be the same William. You would need to get the certificate to be certain.

The 1871 Census has Mary with son William and it clearly states that she is unmarried. Also she gives her father's name as John Charlton on her marriage to Robert Summerson.

I agree with Edward Waling and I think the first name of the second person is Frank but not sure of Wilson as the surname.
