Look at the two fellows in the right-rear of the shot. Definitely not 1920s. The 3  men in front just may not have been dressed in the style of the day, for whatever reason. Since this is a candid shot, not a studio portrait, you're bound to find a variety of styles.

I apologize for sounding like a pedant here, but the basic premise of photo restoration is to be faithful to the look of the period, which includes the frame and the tone of the image. This portrait was originally a sepia-toned or warm-toned black and white -- sepia most likely. Its current appearance is a result of the fading blue and green tones. Also, the framing can be an important dating element. Maybe it's not in this case, but it should be retained. The portrait had not been tinted and is in remarkably good condition. From the posted lo-res version, it does not appear to have any major damage and requires only reversing the effects of fading.

I agree with China, but would expand the range somewhat, 1880s - 1899. The sleeve does appear to be a small mutton cap, the hair style for the woman, the pleated bodice with the brooch at the banded collar, and the fact that the man appears to be wearing a longer coat. Children's clothes are more difficult to date, but their styles worn by these two were common during the late 1880s and 1890s into the beginning of the 20th century.

Well, I'd date it later, somewhere between 1939 and 1944. These look to me like wartime styles.
