Well I don't have a birth record that would fit they are either too early or too late, have you tried searching for a birth in the GRO indexes, with the other surname?

                                        THE THEFT OF RABBIT SKINS
Joseph Featherstone (13), and William Herbert Featherstone were charged, on remand from Wednesday, with stealing two rabbit skins, the property of William Lancaster. the lads knocked the skins from a nail on which they were hanging, put them under their jackets, and ran away. Joseph was ordered six strokes and William Herbert four.

It has never been known as Fanshaw (apart from some cartoons in newspapers, Fanshaw is a surname it it's own right, and is no relation the Featherstonhaugh, or featherstonhoff, as sometimes written, as pronounced. If there is such a thing as the correct pronunciation it is known in the North East, the source of the surname, as Featherston haw, there are several place names ending in haugh, in the Tyne valley.

My great Grandfather died in Winterton in 1924, can anyone give me a reference to Winterton in the 1911 census, as I can't seem to find it.

Benjamin looks like he was born in Grassington WRY cir 1820 according to the census and also his name at death registration was Benjamin Suttle Featherstone, which makes a marriage in Linton (the parish which covers Grassington) found in the IGI  1811/    15 Apr.    George Featherstone marr Mary Suttle. The one [problem is there is no baptism for Benjamin)
