Hi Mkillvert

A removal order was issued if the people had come from another parish without their settlement papers (read I suppose passport) and they were sent back to their home parish and the home parish had to pay the bill.  Basically if you wanted to move you had to go before a panel or magistrate and had to prove you could live on your own means or capable employment as if you were a pauper etc the poor law stated that the parish had to support the people, rather like benefit.  They parish preferred that you did not sponge off the state hence the orders were issued.

Hope this is of some help
