I'm trying to trace the records of Albert William Rayner born march 6 1903 Watford London
All I have it the picture attached and some hope while ancestry is free that I can locate his records

In case you are unfamiliar with the various discharge paragraphs in King's Regulations, para 390 (xvi) relates to a discharge because he was found physically unfit for further Army service.

Could this be to do with the chemical warfare?

By 'this' do you mean his discharge? No, I don't think so. You would need to get his full service record to be sure, but I would guess that he had some medical condition which resulted in his discharge. There was no use of chemical weapons by either side during WW2, although stockpiles were maintained, and chemical defence procedures were regularly practiced.

I should qualify my last comment by saying that chemical weapons were not used on the battlefield. Obviously the Germans used nerve agents as part of their extermination program in the concentration camps.

As he was a sapper in the Royal Engineers the chemical warfare reference chimes with the fact the the Royal Engineers were the regiment in charge of Chemical Warfare in WW2 although they were never used against the Germans. The type of battedress uniform, its lack of patches and the side cap are consistent with 1940-1.
