Title: WWI Soldier Uniform Country?

Any ideas on the country for this military uniform?
Purchased in Wisconsin (USA), but I don't think it's American.
No badges, so I don't think it's a police officer.

Since this is colored pencils over an enlargement, that makes it more challenging.

German, I would guess.
The oak leaf motif on the collar is German, maybe an officer’s uniform .

although it has been altered the collar design is distinctive as it is like this Polish one from just after WW1.  In the C20th Poland did not exist before 1918.

The collar was rather blurred in the photograph but I now see thry were not oak leaves at all,!
