Via AI:
No, there isn't a single, exact equivalent to the UK's 1939 National Register in the Irish Republic because it was a neutral country during WWII and didn't implement a similar, nationwide system for that specific purpose. However, for Northern Ireland, a register was created, but it has not been published or digitized.

"and whether they married"

You give their date of marriage as 9.9.1936

Their marriage certificate is here on Irish Genealogy - free to search
https://www.irishgenealogy.ie/files/civil/marriage_returns/marriages_1936/08924/5227785.pdf

https://www.irishgenealogy.ie

Available civil records - births to 1924, marriages to 1949, deaths to 1974.

Or did you mean the children of Martin and Helena's marriages?

Looking at the record, one witness at the 1936 marriage - Cornelia Gilligan. Helena's father Thomas Gilligan - a clerk. (at reply #4)

1911 census
https://www.census.nationalarchives.ie/pages/1911/Dublin/Mountjoy/Britain_Street__Great/24384/
Cornelia aged 5 months. Helen(a) aged 2 yrs.
Helen born 15 October 1909.

As the marriage was 1936 there is the possibility that any children could still be living

The father of Helen - Thomas Gilligan married Mary Frances Smyth - 17 May 1906.

You can find indexes to the bmds for the counties now known as the Republic of Ireland up to 1958 on Ancestry, FindMyPast and Familysearch.

After that, you can pay for searches and copy records in the GRO by email.

Newspapers are a good way to look for more recent deaths: irishnewsarchive.com
