He is 38 married in Los Angeles CA living with his brother Fred age 22 his mother Minnie age 58.
His wife is not with him
1934 - 13 September he married Edna E Jorgensen in L.A.

He was 36 when he married for the first time in 1928 his wife Emily was 19.
It appears he left her behind when he moved to California (1930 Census)
He actually married Edna Jorgensen twice first on 13 September 1934 and again on 28 September 1951 (he was 60 she was 45)
1950 census they are living together, perhaps the second marriage was because the first was not legal as his first wife was still alive.

Is there any proof to prove he is the same “W” as on the marriage record to Emily?

I don't know if anyone has found proof yet, but he seems to fit as far as age and place of birth.
This family tree has Webster listed as marrying Emily Davis and that Emily had previously married Raymond Berry and, after Webster, married two different men in California. https://www.familysearch.org/en/tree/person/details/KWJV-C1V

If Webster and Emily were legally divorced, the later marriage records might mention that.
