If a Couple Married 1870 at the Gretna Green Smithy is it possible to order a Copy of the Marriage Certificate from Scotland GRO ?

No. (unless the couple obtained a Sheriffs warrant to allow them to register the marriage).
These marriages were a form of irregular marriage and were not normally recorded - However some of the Gretna Marriages were recorded by the businesses conducting them. I think Ancestry had some of these records.

Ancestry found the page of Marriage listing the Two Names - and a Folio Number
I was asked if they can get more like a Copy of Marriage Certificate

If you give the names of the bride and groom, I'll look in the Scotland's People index for 1870. If they are there, the certificate can be easily got. If they are not in the index, there will be no statutory certificate.

don't use it thats just one of the sites that charges you an inflated price eg they seem to charge £25.98 for an English GRO Birth Cert then presumably order it from the GRO for £12.50 and address it to you. Have probably just renamed themselves from ukofficial services to uk official records after https://www.gov.uk/government/news/dont-be-fooled-by-unofficial-certificate-websites
