Emile Simon, in trouble with the law:
21 April 1917: Thanet Advertiser
FRENCHMAN'S VISIT FRUSTRATED.-The disadvantages of foreign nationality – even when that of an ally-were brought home to Emile Simon, motor garage proprietor, of Wrotham-road, Broadstairs, at the Cinque Ports police court, Margate, on Monday. Mr. Simon, a Frenchman, who hae lived in Broadstairs fifteen years, was summoned for neglecting to notify the Registration Officer of the district of his intended change of residence. According to the evidence of P. C. Parsons, it appeared that on March 28th Mr. Simon called at Broadstairs police station and said he had been sent back from Hastings, where he went with his wife on March 26th, because he had no identity book. Defendant said he was only on a visit to Hastings, and was ignorant of the fact that he should beforehand have notified the police. He was ordered to pay 4s. in costs, and advised to be more careful to keep the law in future.

Just to add - he was working "own account" and the word "rest" in his birthplace, I read as "res't = resident.
(Most of which is covered in the piece Alan has posted!)
-
Ancestry have him as Emile Senior in 1911. I searched Charles Percy Baker as mentioned in that famlysearch transcript

SEQUEL TO A COLLISION.
A collision with a butcher's cart at Broadstairs was the indirect cause of Mr. Emile Simon, garage proprietor, of Broadstairs, being summoned at the Cinque Ports police court, Margate, on Monday, for driving an unlicensed motor car on the public highway in York Avenue on July 1st. Mr. Simon pleaded guilty, and evidence was given by constables Terry and Dodd. The latter said in consequence of hearing that the defendant had been in a collision earlier in the day, witness proceeded to his garage in Wrotham-road, and on being shown the license saw that it dated from May 16th, 1911, to May 15th, 1912. Witness pointed out that the lIcense had expired, and Mr. Simon replied. "I have entirely forgotten it, but I will get one." Mr. Simon, who explained that he had been taking out licenses for the past nine years, said he had never before forgotten to take one out. When reminded of his omission he immediately took out a license. Inspector Lawrence said that as the result of an accident which occurred that day, the constable made enquiries, during the course of which it transpired that the license had expired. There was nothing known against Mr. Simon, who was a careful driver. The case was dismissed on the payment of 3s. 6d. costs.

Wasn't sure if you had his French Birth Certificate, but here it is just in case:

Entry 1597, page 403 and shows his marriage to Audrey.

Note that the second administrator for Emile Simon was Marcelle Audrey Simon, spinster. In 1939 Emile Simon's widow is living in Margate. A person named Marcelle A Whiting is at the same address, marital status obscured by a blot, but probably M. There follow two redactions.
Added: just realised that you knew all about Marcelle!
