A possibility though it could also be the other WHS born the same year
Death Mar qtr 1925
Smith,  William H    age 11    Derby    7b   752

ADDED
Going by birth qtr the other WHS possibly married Dorothy Crabtree in 1935 and can be found with her in 1939

How do you know that the boy who died in 1925 was born in Derby?  Why couldn't it be someone who moved in to Derby from elsewhere?

Just in case he survived, there were a couple of men called William Henry Smith listed in Kelly's Directory of Derbyshire, 1941, both private residents in Derby: one at 29 Grange Avenue, the other at 4 Shamrock Street.
