I am looking at Horndon on the Hill but I have to be careful as at the moment  i don't have permission  directly from the person I am helping,  the occupants died by 1966.

I would have looked through SEAX but do not think they have ER's for that timescale in Horndon..

Have you tried the 1939 register, if he was born circa 1930 he should be listed.

Croydon was in Surrey until 1965; indeed it was a Registration District until then too.
In 1965 the London Borough of Croydon came into being. That's still the case today.

I can't find any reference to Croydon in Essex at all?

Is this person still alive?  If so - Rootschat has a strict “no living persons” policy to protect peoples privacy.  The nearest Croydon birth for that name was 1940. 

To look up an ER entry you need to supply an address

Roydon was a part of Epping Constituency.
You need to search Essex Record Office for "Electoral Roydon".
