So I have followed Thomas Henry's line back and found the John Arthur to whom you refer.
I see that Thomas Arthur (born c.1849) married Elizabeth Pugh in 1871 and his father is down as 'John Arthur, collier.'
This 1871 census entry matches all the information above:

It is just before Thomas married Elizabeth.
John Arthur, the father, is down as being born c.1820 in Tredegar.

Here is the birth registration of John's youngest daughter, whom he had by his second wife, Mary:
ARTHUR, JANE BEYNON
GRO Reference: 1865 J Quarter in BEDWELLTY Volume 11A Page 111
Matching marriage on 9th May 1864 between a John Arthur, widower, collier, and Mary Evans (née Beynon). However, this gives his father as David Arthur, collier, not William.
Possible first marriage on 4th August 1845 to a Mary Thomas in Tredegar.
