I think it says "referred to by WLW 1866 7 Oct" but i have no idea what that means? Anyone know what this is referencing?

What year and what register is this?
Are there other comments through the register?
It looks to me as if someone (a researcher?) has made a note that he/she has found mention of John Bulbeck in a book or other publication.
What do you think the superscript on the second W is?
Also, the “L” could possibly be an “&”.

There are other notes in the same hand through the register and this one at the end.
So if you were to sort out the names in common, you might then be lead to the common factor and figure out who W L W is.
