George Barlow married Harriet Kemp on 7th June 1829 at Hanley, Stoke on Trent.

From the 1851 census Harriet gives her birthplace as Fenton, and her year of birth c1808

Harriet died in 1857 aged 49 at Burslem which fits in with birth year being 1808.

I can't find a marriage record that shows her father's name nor can I find a relevant birth/baptism.

Is there any way I can find out who her parents were?

Having the name and occupation of the groom/bride's father on the marriage record only started in 1837, with the advent of civil registration, so you won't find a marriage record with her father's name.

I notice that the witnesses to the marriage were John Simpson and Abraham Dutton, but can find no obvious relation:

As Queen of the West says, you will not find a marriage record from 1829 that shows her father's name, unless they were married by licence which may mention her father, but I can see nothing that says they were married by licence.

There is a Harriet Kemp baptised 7 August 1814 at Stoke on Trent, less than 2 miles from Stoke centre. Parents William and Ann. She would have been born before this date of course.
She may not have known exactly when she was born - many people didn't before the advent of Civil Registration, or she added a few years onto her age to be able to be married.
When was her first child born?

William Kemp married Ann Towens 1802 Stoke on Trent.

All these on findmypast. I've only looked at the transcriptions. There may be other snippets of information in the actual registers, like their place of residence.

There is a burial of a William Kemp 1845 Stoke. There is also a will for him. Also on findmypast.
It would be worth looking at William's will to see if his daughter Harriet is mentioned - hopefully under her married name. He may also mention any children of her's - they would be his grandchildren.

Marriage date for William Kemp and Ann Towers was 19 April 1802.  Both were single, both residents of Stoke on Trent, and William was a Potter.  Both made their mark.  Witnesses:  Samuel Poulson and John Towers (x).

I also look at other Marriages at the same Church 5+/- years from the I'm interested in.

This is because siblings often Marry in the same Church.
Also as mentioned witnesses can be useful.

It certainly seems  likely that William and Ann were Harriet's parents.

When writing up the tree I will insert their names with a note that they are likely but not proven.
