Can anyone tell me what would be the cause of someone being 'irregularly enlisted' in the army?

Thank you both for your links.
I cannot find anything that stands out. Strangely enough two of his brothers lied about their age when they enlisted, and it was never picked up.
He was a labourer, and his medical record was good.
Guess the only way I will know, will be if I can find and view a report about his enlistment.
