It wasn't called a 'workhouse' in 1939 - it was a Public Assistance Institution.
On Find My Past, in the Optional Keywords box, enter ...
Saint Thomas Public Assistance Institution Okehampton Road, Exeter
That will take you to 108 results.

Thanks , I will try that . How about in 1921 ,I assume it was a workhouse then ?

List of 1921 institutions here ...
https://www.findmypast.co.uk/articles/world-records/1921-census---institutions-and-prisons#Workhouses
Piece 10367
Devon
St Thomas
ED 26
Red Hill House (St Thomas Workhouse)
FindMyPast advises ...
Use the Advanced Person search screen, and enter the Piece and ED number. You do not need to enter a name.
I'm not sure how many individuals you will get for your money. Or are you planning to use a free-access library?
