It’s in Latin and translates (roughly) as ...

He contracted a marriage with Mary A. Kinsey in the church of St Joseph’s, Liverpool, on 19 October 1940; witnesses Christopher Henry, Catherine Kinsey.

It was common for details of Catholic marriages to be sent back to the parish of baptism, to be recorded in their register.

Indeed, I have a baptism in Liverpool which has a simiar annotation regarding a marriage in Ontario.
Though I have never known for certain if the church where the marriage was to take place checked with  the church of baptism to ensure if the party had actually been baptised as RC or the other way round whereby the baptismal parish was informed of the marriage.
Whichever, it was 'very' helpful, all these years later!
