Some idea of location would help please  :). Where and when do you have them on census

There is this birth reg on GRO website but does not match the birth date you have

There is a birth registration for an Elizabeth Caroline Howell, registered in the December quarter 1878 in the Shoreditch District. The mother's maiden name is shown as CAMBRIDGE

If the shoreditch birth is correct,

George Howell = Emily Emma Cambridge, September Q 1872 Shoreditch.
