I have a 1921 census with my grandfather on aged 7 but nowhere does it list the address just comes under institution, being as he was in Romford is it likely to be the Romford workhouse.
Also some people in the same institution are listed as patients and others are listed as inmates, does anyone know why that would be.

You would have to go to the start of the book to find which institution it was.
However it sounds like the workhouse.
These establishments were also used as infirmaries so you would have patients
receiving treatment & inmates who were living there.

It works for Institutions as well - look at "Front"
