John Gilmore born 1870 died 1 April 1933, married Q1 1890 Sunderland Florence Grace Mancktelow who died March 1893 (source: bmd).
He then married Q3 1883 Sunderland Agnes Rose Mancktelow, (sources: bmd and named as his wife on the probate).
however, on the 1911 census he has been married 21 years - 1890 - wife Agnes Rose Gilmore.
Is it safe to assume Florence Grace is Agnes Rose - an error at the GRO? and without any record to cross reference Florence Grace's death record in March 1893, this might also be an error.

Hi
According to 1881 census in Kent, Florence Grace is the elder sister of Agnes Rose.
Two years difference in age.

Durham Records Online shows there is a cemetery record in Sunderland for Florence Grace Gilmore in 1893 - born about 1869. The address is 12 Mortimer Street, the same address showing in the 1891 census.

Here's the burial entry, which shows her as the wife of John Gilmore, glassmaker.

The number of years married originally appeared against John then was altered.
I think he simply put the number of years he'd been married, including his first marriage, rather than the number of years of the 'present' marriage.
