Summarising from the military records:

Born Manor Park, Essex, England, Feb 1st 1897
Mother listed as Alice, and both he and her were resident in Elginburg, Ontario, as of his attestation in October 1915

His marriage in 1924, and those of siblings, give the mother's maiden name as Lewis:
Margaret married 1911:

Ellen May married 1913:

Maud Betsey married 1915 (mother as just Alice Lewis):

Ada Alice married 1916:

George William married 1924:

Bramwell Neil married 1926:

Bramwell was born in England in 1902 so you should be able to find the rest of the family in the 1901 English census.

Note that at Margaret's marriage of June 1911 she states that her father is deceased.

https://www.familysearch.org/ark:/61903/1:1:2Q9B-LPG
https://www.familysearch.org/ark:/61903/1:1:2Q9N-172
 - the family appear to have arrived in 1910.  Youngest child Bramwell Neil appears incorrectly as "Nellie" (labelled female) in one record, corrected to "Neil" (labelled male) in the other.
They were heading to Kingston, Ontario

The "letter" mentioned:
https://www.familysearch.org/ark:/61903/3:1:S3HY-6PY9-DNN?i=56&cc=1823240

George Phillips, wife and 7 children, going to Mr Cook at the Dominion Textile Co.
(The seventh child is a girl called Victoria)

Perhaps he worked here?

I can't seem to find this family in the 1911 census of Canada - anyone else have better luck?
