To begin. I wonder if someone could please just sharpen this image.
I would like to try to identify the uniform.
I believe the photo would have been taken in Canada, I am uncertain of the date but 1930 ish :-\ judging by the phone and furniture? Can't be much later as Frank would have been 60 in 1935.

Hi Suey, In order to be able to sharpen it sufficiently to bring out any fine detail we will need a bigger file. If you could scan the photo at a resolution of 300dpi and a file size of just under 500kbs we would have a better chance of giving you a sharpened image.

Not a lot to go on but perhaps a better scan in jpg format up to the 500kB limit might help

Thank you Carol and japeflakes, I don't have the original, the picture is as it was sent to me many years ago. I did think it was a long shot, but thank you both anyway.

I'm thinking the uniform could be of a Canadian Municipal Police force (clearly not RCMP) as the insignia seems similar to this old shoulderflash (a.k.a. sleeve badge) of Ontario Provincial Police, and the cone-shaped insignia was quite popular in Ontario (and elsewhere in Canada) back in the day. Just my 2 cents worth.
